HSE Requirements For Contractor Management

The following HSE requirements are provided to help reduce the risk to personnel, plant, external communities and the environment; and must be followed by all contractors and contracted employees. All Contractors must have a  fully implemented HSE Policy and HSE Management System that is appropriate for their operations. Paria may review the HSEMS, in whole or part, for adequacy.

Requirements

HSSE Orientation

All persons required to conduct work activities at Paria must undergo HSE Orientation to make them aware of Paria’s HSE site requirements and Paria Safety Rules.

Awareness, Training and Certifications

The contractor shall ensure that all their personnel have the competence (training, certification and experience) required to carry out their duties in a safe manner. This includes standard operating procedures for activities, use and maintenance of equipment, use and maintenance of PPE, defensive driving training, emergency response, scaffolding erection and inspection etc.).

Safe System Of Work

Contractors and contracted personnel are required to follow Paria’s Permit to Work Procedure, Standard Work Instructions(SWIs) and other HSE requirements at all times. Contractors shall ensure that all relevant employees receive the Permit to Work training and are duly authorised as PTW signatories before the commencement of the job.

Welfare

The Contractor shall provide and maintain suitable and adequate welfare facilities for their workers in accordance with the Occupational Safety and Health Act 2004 (amended 2006).

Equipment and Vehicle Inspection

All Contractor vehicles, tools and equipment must be in good working order, must be used in accordance with the manufacturer’s specifications and, where applicable, must have the required third-party inspections.

Accident/Incident Reporting

Contractor personnel are required to immediately report any HSE  incidents to the Paria supervisor and the Security Operations Centre in accordance with Paria’s Incident Reporting Procedure.

Waste Management

The Contractor shall comply with Paria’s waste disposal requirements. The Contractor shall develop a  Waste Management Plan for each job which will include the type of waste expected to be generated, their volumes/quantities and disposal/treatment methods. For disposal of hazardous substances, relevant documentation must be provided to Paria which will include waste manifest, end-of-life certification and relevant regulatory approvals.

Contractor Supervision

The contractor shall ensure that there is competent supervision on site at all times during the execution of the job. The contractor shall provide the names of the persons designated as competent supervisors to Paria.

Near Misses and HSE Observations

Contractors and contracted personnel are required to report Near Misses and HSE Observations in accordance with Paria’s near-miss reporting procedure.

Chemical Safety Management

Contractors must have suitable and sufficient procedures in place for chemical safety management which shall include the use, handling, storage, transportation and disposal of chemicals. All requirements must be adequately addressed in the risk assessments.

Personal Protective Equipment (PPE) and Safety Equipment

The contractor shall ensure that their employees are provided with the required PPE to perform their job tasks per all HSE requirements, including OSH Act requirements, job risk assessment, emergency response requirements and Paria’s PPE requirements.

Drug and Alcohol Use and Testing

Paria operates a zero-tolerance approach to the use of drugs, alcohol, misuse of prescribed drugs or any form of intoxicant. As such, the contractor shall ensure that their employees are not under the effects of alcohol, illegal drugs or any intoxicant while on Paria’s premises.

Subcontractors

All persons or subcontractors carrying out work on behalf of the Contractor are deemed to be in the direct employ of the Contractor and the responsibilities and duties of the Contractor shall not be transferred or diminished in any way. That is, all parties operating on behalf of the contractor, including sub-contractors, vendors, suppliers, delivery persons, etc, shall comply with all Paria’s HSE requirements.
